They could arrest them straight away, but don’t want the hassle of it. Plus the easiest way to stop these boats is just pierce the dingy’s. They don't have health and safety laws in France? Obviously travelling across the Channel in this manner is unsafe and dangerous and should be stopped by the police. A passenger ferry cannot cross the Channel without the proper paperwork, safety inspections etc. yet these small boats are allowed to cross? That's crazy. And the people smugglers are there on the beach casually conducting business with the police looking on? They should be arrested and their assets in France seized.
