That's Japanese. They are not chaotic and loud. Fuji for sure doesn't mind it because he's a Japanese, he knows very well that it is the proper way of doing it basing on the Japanese way. It's actually better for everyone to enjoy listening to the performance. You can hear the voice of the singer and not shouting from everywhere.

The piano at the beginning , the lyrics ,the music playing,his vocals,his fixed eyes and cold expression, his body reacting to the music,the colors,the lights,the shadows, the photographing angles,the fog ,those graphics on the screen,the background vocals and lastly his theatrical performance (esp here 3:25 when he sit and keeping his face serious and straight,reminds me of some plays) . Japanese culture is so fascinating. No other place in the world would fans be able to contain themselves through a performance like this. Thanks to Japan I can experience a live performance of such high quality. I listen to this instead of the studio version. So incredible

The concert was held probably during the COVID restriction was still there. The audience was required not to sing, scream or cheer. But generally, Japanese audience knows how to enjoy the performance. I went to a concert in NYC around the same time, a guy next to me was singing in a super loud voice, even after I politely asked him to keep it down, he yelled to me, “It’s a concert! (so I can sing along and I don’t mind what other people think)” I couldn’t hear the artist singing. I love the Japanese way so much better.
