Actually a circle radius has 2 sides and it's multiplied with the Pi(π) value which is 3.14 i.e., 2π = 2×3.14=6.28. If u click the "π" button in ur mobile calculator you'll automatically get it's value like 3.14159265....and so on. So this 6.28 is the standard formula used to calculate the waist radius for all waist sizes but I think it may vary for kids. If u Google for waist radius measurement chart for full,3/4,half circle skirts u'll get plenty of results. But I think this video is more than enough to have a general idea!
