There is a protocol for this type of incident, and the ref followed it. Whether the protocol is good enough is another matter, but it's there. Basically it happened twice, first time there was an announcement to stop doing it (not shown in this clip), second time the game was briefly suspended as shown, third time the game would have been called off.

A protocol is a system that is in place that all parties are aware of and must follow. What part of this incident looked liked everyone knew what they should do? When the ref first goes to Maignan, you can see him gesture that the stadium announcer will ask them to stop (a futile action). The abuse continues, as expected, and Maignan then decides to leave the goal, and all the players stand around the side of the pitch not knowing what's happening; no protocol. At that point the ref had no choice but to suspend the game. Maignan then takes off his gloves and exits down the tunnel because he is done. He has to be convinced to come back. If there was a protocol in place he would have known not to leave the pitch or not to return and continue playing. The Milan team, Pereyra (Udinese) and the ref advise Maignan to just ignore the abuse, which he does; no protocol. The match is completed because just like every other time this has happened the abused player is told to just carry on. The game would only have been called off if the players chose not to play, as the ref was obviously not going to enforce any action to postpone it. Furthermore, not even the commentators knew what was hapenning. By now every official, player, manager, commentator, cameraman, fan and their dog should know exactly what happens when racism takes place during a match. Only then can you call it a protocol.
