It literally happened in England on the same day. Coventry city player got racially abused. Racism is a societal problem.

Part of the problem is that its really hard to make fans personally responsible for things said and done at the stadium or outside the stasium. They all tend to hide in the crowd and tell everyone how innocent they are. Clubs on the other hand are usually punished. But while some clubs doesnt care about their fans behaviour, most are pretty powerless to stop their fans bad behaviour. And those kinds of fans usually dont care if the club they proclaim to love is being punished either. If we are going to get to the bottom of it I think the only way to do it is to hold fans accountable for their behaviour. Especially financially and socially. Being a racist asshat isnt as funny when your face is plastered over the news and you have a hefty fine on the way.

Some countries such as the U.S. take a stand against racism wherever they can whereas others such as Bulgaria do not, just watch how raheem sterling was treated there. When you play in another country you live under their rules whether you like it or not and there is not much Uefa can really do about it. Freedom of speech, they can say what they want despite how hurtful it might be. Uefa banning fans for using words opposes freedom of speech. (I personally think action should be taken here fyi). Uefa choosing to ban certain countries from competition excludes so many people from football because of the actions of others and goes against the very inclusivity the "no to racism" is trying to promote, which is that everyone should be able to play and enjoy football. It's one of those situations where on paper the solution seems obvious but in practice and after a lot of critical thinking it becomes an incredibly difficult issue to deal with.

In some cases they did get banned. At least i know last season some juventus "fans" are banned for life because racist chant.
