From what I've read about the Sparkle's gear set, it seems to be the best made character gear set for that character out of everyone,I feel like I could use her whole gear set and not lose on any important stats that I would otherwise get from other gears.

100%, her gear set is amazing. I noticed that as well. Some of the other characters benefit a little more from other sets for ammo and other things. Sparkle is perfect and gets the INSANE extra shot per clip

They were available briefly in the weekly contract rewards, but got removed before anyone could get them, I think that getting it in the weekly contracts is fair and makes sense
