We're racing in a ragtag Ex-Superion Z/A-10. which is not only a lot slower than Alzard NP-1, but also severely lag behind in term of development. The result is predictably not pleasant...

why they play the Scene where Kaga was Welcomed by the Aoi staff?

Probably because the game wanted 17th GPX to be a bit more dramatic than other scenarios, being the final arc in the anime and all.
