Supposing all of the galactic council members are apex predators, why is this apex predator's behavior so strange? Where are the other Xylerians? Is Rex the only one

Correct me if I'm wrong here, but don't apex predators of opposing species either avoid or hunt one another? If an alien species with apex predator origins historically rivaled and warred against their competition, there wouldn't be a correlation to relate with despite similarities. ... If that makes sense. 🤷 Lol
