The pay rate, the Operators voice sounding like it's a CB radio, even on the phone, and the dude giving Frank a gun as if he wouldn't have one, make me think these Taxi missions were meant to be an early game side mission lineup before you bought the cab co, like F worked there part time or something, maybe they scrapped it bc that's too similar to the Tow Truck thing.
