Gareth is a goog actor in general, not only playing character named Ianto or Yanto Jones. And I agree with you, he is really cute!

the scenes with Garteh were cut from mine all mine, due in part to the fact 2 eps were made into one, but according to RTD he was impressed with Gareth so he asked him to play the character of Ianto. cos in mine all mine he was Yanto, it's on his wikipedia page and russell mentions it on a couple of interviews.
