The fallacy of putting everything on computer servers connected to the internet is slowly coming to light. The information database should be offline and if a record is required by a doctor they request it via a phone-call,etc and the the requested data is sent via another human. Doing things on the cheap is a loss. Bring back high-street banks, personal files stored on paper rather than in the ether and lets move away from this obsession of putting everything online.

they didn't just a firm attached to the government, and to answer your question its because cyber warfare is no different to firing a missile both can easily kill people and are both a domain of warfare (conventional and cyber) so attacking the government directly is a pretty dumb idea so when the time comes for war it'll happen. hope that answers it
