Noble Consort Hui made sure to remind A'Rou what was at stake if she ran her mouth and gave up any of her backers. They seem to think, if they deny their involvement it will become true. Delusional much? The Emperor would absolutely not allow A'Rou to implicate the Empress. For no other reason, than that would reflect poorly on his reputation which was of the utmost importance to him. Putting all the blame on A'Rou was his way of trying to appease Ruyi and the harem while, not upsetting the banner clans if he blamed the concubines for such horrific crimes. So thankful, I didn't live during this period.
A'ruo really bet on the wrong horse. Had she remained loyal to Ruyi, she would have led a peaceful and happy life like Suoxin. Siding with someone like Empress Xiaoxian who only uses people (including Consort Gao) was bound to end really, really bad.
A'ruo was honestly one of the dumbest villains in this show (the other consort Yu is the top idiot). Her main reason to betray Ruyi was because she misread a compliment the emperor gave her and when Ruyi tried to give A'ruo a good partner to marry she said "nah". Not only that but she was also jealous of Suoxin too. She literally could've lived a good life post forbidden city and yet chose not to. The fact everyone she used to be close to turned their back on her as soon as it was revealed that she betrayed her mistress
