Italy going into civil war then Japan declaring on them is what made me quit HOI4. Even if you put all nations historical, they will always deviate. Why give the player the option to choose the AI's path if it's just going to ignore it anyway?

They only deviate if YOU deviate. I don’t expect every nation to not react when germany becomes democratic or the soviet union becomes facist.

If you’re playing as historical Germany first defeat the Netherlands and then declare and make sure you keep momentum and have you’re divisions fully equipped
