The music of that anthem was then used in 1841 by Hoffmann von Fallersleben to create a patriotic song for all Germans which was prominent throughout the rest of the 19th Century and the early 20th Century but wasn't used as an anthem during the Kaiserreich because the Kaiser had his own one (Heil dir im Siegerkranz). But after his resignation in the aftermath of WW1 the newly formed republic started to use it and since it is the official German National Anthem.

For instance the band plays the fanfare and then the comander says in loud voice, hail and honor to the national colombian flag and right after that they play the Colombian National anthem. So basically the fanfare anounces something important is coming next.
