I think something to note here is that Geto's main mindset is still the same. He still wants to protect the weak like what he said in Episode 1. However, the one thing that's changed for him is that he always thought non-sorcerers were the weak thatt needed guarding. After seeing his peers fall, and by the hands of non-sorcerers too, those twins, Haibara (since the locals empowered the cursed spirit of the deity that killed him), and ofc the SPV, it dawned on him who the weaker, more vulnerable ones are: it's those with responsibilities pushed into their hands, those that are in the frontilines on a never-ending battle against cursed spirits.

I don't know anything personally about Japan or Shinjuku, but when reactors were commenting on the KFC breakup scene and like, "how are they having this loud argument that far apart in the middle of this crowd," I figured that maybe Shinjuku is just kind of like that? Two guys in black shouting at each other from 30 feet apart, no physical violence or attempts to directly interfere with the general crowd? It's probably just a performance art thing or whatever. Walk on by, not my problem.
