They are. Skate punk is pop punk's faster, more hardcore friendly brother, and many skate punk bands also did pop punk stuff. NOFX, Blink-182, The Offspring, etc.

Descendents are pop punk, too, but not in the way most people think. It’s that punk that was just poppy hardcore until the mid nineties. It wasn’t always bright and shiny
