I believe the cap is either 70 or mid 60s? There is an archer named Mauro Nespoli, olympic gold and 2x silver medalist, who shot 60lbs at one point in his career and I believe is shooting 56-58lbs now, at least that's what I heard from people. No, they don't need to shoot the same poundage but the top males of the sport usually shoot in the 50s range and the top females usually do 40s or maybe high 30s in terms of poundage.

There is no limit on recurve poundage, the maximum for compound is 60lbs
