I think that's spot on, that Russ needs to be Option No. 1 for most of the game - there's no other way he can be effective. Recently passed Larry Bird on the scoring list, over 22,000 points scored and over 8,000 ast. When Westbrook finishs his career people will have perspective, He will likely be 1 of 2 players ever to reach 25k career points and 10k assists, the other is obviously LeBron, whom will be even further beyond the pale with 35k points and 10k assists. The next closest player under Russ rank is CP3 who will pencil in the 10k assists but not quite 25k points, but for sure 20k club and 10k assists.
