@nuff said that's not true . U must be getting wrong brother , there are so many instructions & duties for men not even comparable to women . U are sticking to only one aspect . & There is no blame on women for being victim of rape . Hijab or covering is just for their protection from evil eye . In Islam there is right to choice . Someone must be distracting you about Islam , have rational view brother instead of following whatever you heard about .
