As someone who once went through somewhat of a military training during his college years, it is often expected for everyone to travel with a "buddy" at least during those sessions. Your "buddy" not only serves as a witness to what you were doing, but also to cover your back and provide a sense of shared responsibility. Nonetheless, imagine another plot twist wherein Kagaya loves to play matchmaker behind the scenes as a pastime.
