I'm kinda curious what the original context was. IIRC, Australia has what, 30 million people? 2 million police officers is way more than you need for the entire country, let alone one state. Hell, the United States, a country of 320 million people, only has around 600,000 police.

The "2 million police officers" was in the same sentence, and did not appear to be spliced together, so I was wondering what the actual original context was, as I can't imagine the situation where a governor of a state of 8 million people would need to string those words together.
