It kinda works like that, you must perform well in at least 3 official tournaments featuring GMs. That proves you are at the skill level needed because you can do it consistently in a proper and regulated setting

a 1800 can beat a gm once, but that doesn't mean he is as good as a gm, consistency is required, and you get that by performing at the level of a 2650 in 3 tournaments with gms in it and have reached a rating of 2500 at least once
