The authorities failed to provide any advance warning to the public. The Times of India did mention the possibility of heavy rains four days ago, but the Goa Government did not take any action in response.

Pouring concrete everywhere to build houses and blocks of flats for Outsiders!!! Just more miserly for Goans!!! And many more Outsiders are coming for 2nd home and 1st home in Goa.
