Valve should add all-in tokens. If noone on enemy team uses it it's regular double, but if someone match your wager winner will receive all looser's MMR.

Phoenix sunray damage percentage is based on their hp not phoenix's hp

correct but phoenix dying light damage is based on the amount of hp phoenix is missing, hence the heart
