Go to Gear Menu Then R2 (x2) Mods Menu Then triangle: Fuse Modchips Then select 4 Mods with X and then hold X to acquire a new Modchip from fusing them together. Do this to get 50 mod chips from fusion.
They are constantly dropped by enemies and from rewards at higher difficulty crimes. This will likely be one of your last few trophies, but after having farmed 250 total crimes you should have a lot of unused mods you can use for fusion.
