Leto just played the role that was given to him, the character is bad; not the actor.

The kid that plays Jerome, his name is Cameron Monaghan he's a very good actor on the show Shameless. I think he was channeling Jack Nicholson ( Look/facial expressions) , Heath Ledger, (Voice) and Mark Hamill (Laugh).

I feel bad though. He now struggling to gain live action part due to having done so many role well he play a mental Ill or just down right crazy character that he been type cast as such. He mostly does voice work nkw
