Why don't you make Center Point refund customer instead, for the loss of food and work? Other states give vouchers to customer when power is lost. Can you apply these requirements from Entergy too!

The governor was not there for the storm and not prepared. The mayor said they were not prepared and had to adjust. The PUC was also not prepared if an investigation is needed to figure out utility issues.
