A Govt policy may run like "Every Kenyan must have access to a motorable road within 5km" In a densely populated (and perhaps a formerly favoured regions, that target might already have been achieved. And where it hasn't been achieved in densely populated regions, it would be easy to achieve. In a sparsely populated region it is more costly per person to achieve such a target. Therefore to provide higher resources for such an objective in a sparsely populated region is a case of equity in action. Equitable is not necessarily equal. One man, one vote, one shilling is a policy that can only be preached by lazy thinkers who do not want to exert themselves mentally.
