If I'm not mistaken that's because it's still 3D but with a 2D texture and some filters over it, kinda like what they do in Disney films and high production anime to hide 3D models. You can notice it because the model still has that "physics-like" animation instead of the keyframes movement we're used to for 2D.

Considering each faction is based on a certain group in TV, Anime, and etc series (Victoria faction is based on what if they make Horror movie monsters into Maids and Butlers), I feel like the concept of Belobog Industry was that What IF they take Geeks and Nerds group from many series (High School shows, animes, light novels, books, and etc) and make them Construction Works with Muscles. For those wondering, in Victoria faction Ellen is based on the Creature from Black Lagoon and Jaws, Alexandrina is Horror movie ghosts, Corin is Frankenstein's monster, and Von Lycaon is the Werewolf.

Okay, I like Grace. She's got the movements and "grace" of someone with training in elegance and poise. She has really refined features as well. But she's also gritty, loves mechanics, engineering, machines. Those spins while rapidly firing off multiple shots were awesome. She's playful in her banter and a bit of a tease/flirt. She's seriously perfect.
