It's the ram brother, getting a 4gb stick of ram will solve all of your problems, I also faced this and did just that and my problem were gone

First you will need Windows 7 otherwise texture wont load because cpu cant follow gpu and gpu wont render textures, on win 7 because kernel it will load, and you can only use normal settings with 720p for 50fps and high for 30-40 max 45

@@edwardbenchmarks yes you were right im having win 10 ,I'm getting like 30-40 fps on high sometimes 27-28. But it's pretty smooth. The textures do not load sometimes. I don't have SSD. It stutters while driving,not too much but yess.

I would have done that but my motherboard doesn't support 8gbs and it is a ddr2 motherboard paired with 4gb ram , core 2 quad 9550 and Gt730 ddr3

You are getting that framerate probably because gpu is fermi arhitecture it is not normal standard kepler ver and that's why you have 391 driver, and that's maximum you can upgrade with that version. Download the newest possible drivers for gt 730 from nvidia and try it if you get error thats it, you have fermi card then.

UHD 630 isnt better than GT 730 GDDR5, especially because its laptop version.

Minimum system requirements for gta v is 4gb of ram, i didn't have problems, make you sure that you have normal number background processes.
