This is how:first load up gta5 u have to complete the whole game first then switch to Michael.When u have switched to Michael go to Michael's wardrobe keep scrolling till u find the highway patrol outfit then go to Michael's car switch to Franklin or Trevor after that switch back to Michael. Then get out of the car and ur done make sure to autosave so that u don't have to do it again hope it helped.

there is a simple mod u can do with a flash drive and gta 5 save editor u can get the actual lspd uniform with a hat and mod the police cars for better performance

The unmarked police buffalo is in the Grand Senora Desert by the satalites but u have to go there a 10:00
