The problem with gta 5 is that the npc doesnt act like humans : they have no hobbies, no job, nothing to do, and the way how they works is that around the player is a random npc generator that will create an infinite amount of car on a road. If you engage a fight and kill a lot of people, the npc will try to kill you. But if you simply make a store robbery, the cop will chase you and kill you. The problem is there's is no limit about how much cops can be send to you (so they die lmao) and there's is no negotiator to make a deal with you and the cop continue to come out in a big open space when they now they will die. Hope this will be fixed in Gta 6.
