Because those liveries weren't based off any livery. The Lspd livery in GTA 5 is actually based off the LAPD livery.

On the other hand, it is very wise on his part not to test the unreleased vehicles because until they are released it is possible that Rockstar will make changes to them.

Rockstar will probably release one vehicle per month, there are 6 unreleased vehicles, and the order will be something like: Castigator, Dominator FX, Pizza Boy (prnt.sc/pAScMUJy08ES ). When Pizza Boy launches, we'll already be at the end of summer, as Rockstar says in the newswire. Then the rest of the unreleased cars will follow… What I say are just some opinions based on what happened in the past, I have no official data and even so Rockstar is an unpredictable company and sometimes even they change things on the fly.
