Another idea is if the underground facilities not the bunkers, have an interior in the server, some kind of like deep shadow agency in the American government, could exist and use them as hidey holes, if you can even do something like that in the server.

An idea I figured you could do is a cop or federal agent that's undercover in a cartel or gang and gets picked up in some kind of police raid, and they have to do something to keep their cover in tact. They also may have to hide their identity from police.
