Staying near coast keep wanted level but if you fly out into ocean as far as you can the wanted level will go away

I can get the heli to lift the sub no problem but they are relentless when it comes to a jet , I'm shot down before I reach the mountain...

what i find annoying is that they forever respawning they shoulda do stuff like after you kill like 100 units they would send out a missle or warhead
