But if an actual murderur would have this, then the law enforcment would literally send in JETS and TANKS to stop the suspect. I'm not kidding. Bomb-squad uniforms are literally bulletproof. And also they would tell all citizens to go and stay in their houses, or to their nearest buildings. I'd just stay at my house if i actually saw this in a street.

There are special military helicopters with gattling guns, or SWAT van turrets that could eaisly shoot down the suspect. Even with a bomb squad uniform. Those are bulletproof, but can tear up with a couple hundred shots.

Actually the military will try to take you down while you're in the base, with tanks an jets etc. Just not outside of it.
