You have to beat all the missions in the game or get 100 hidden packages

In Vice City: finish the game, then pick up the Police Outfit in Washington Beach VCPD headquarters, then go to the base, and simply pick it up (or go without, but it's more hard). You can also pick up all Hidden Packages. If you did it, you need first to complete Cop Land, if you want to enter the base freely, using cop suit (or go without it). If you complete both storyline and pick up all Hidden Packages, one will be spawned in Lance's helipad on Ocean Beach. GTA VCS: finish the game, and one will spawn in Escobar airport (next from the Top Fun location, at Vice City)

You should go to Escobar International and go search in the corners with the hangars,which is beside the road where you defended Gonzalez's guys(If you completed that helicopter mission)

Yes, using the Army Fatigues clothes (you receive after completing Over the Top), but you can't enter in Barracks safehouse (the last time you can enter, it's in Over The Top, if you want).
