You can use your Oppressor MKII for this mission and blow up the signal jammers and Brock’s truck itself very quickly.

I was afk when I started the mission and, in the end, his truck reaches Elysian Island and everything happens in the same way as the video. I didn't need to do anything or pick up anything. He has the armor, back up, and a minigun as well. In case you guys were wondering.

Impossible in freemode without cheats. You can go to other islands during some story missions like drive-by or reuniting the families, where the wanted level is disabled.
