Unless you live in a very dry area, this will only bring more humidity to the room and condensate inside of it before it becomes unbearable inside. Not to mention that you now blocked any air flow in the room other than keeping the fan on. Last but not least, cardboard paper is a terrible thermal conductor and on e the water is warm, it will help blow warm wind to the room along with the fact that paper will last a week (if much) until its fibers become deformed and starts to fall a part.

Good design. I liked it because it's sturdy and uses least plastic. However, the fan seems much less than the required capacity. A larger fan would give much better results. In any case, thumbs up for the design.
