They released a technical test about a month ago and said early access release will be a month or so after the technical test concludes.

If you mean just in general, it was definitely announced a while ago, was even nominated for “Most anticipated game”at the last Game Awards. If you mean just the early access release, they did say right before the technical test started like a month ago that early access will be available on steam almost instantly after the technical test.
