#Haiti and the #DominicanRepublic share the #Caribbean island of Hispaniola. The poorest country in the Western Hemisphere sits beside one that's enjoying a robust economic boom. Currently, the dividing line between the two nations is a porous border criss-crossed by tens of thousands of workers. But at the instigation of the Dominican government, a wall is being built on around 200 kilometres of the border. The project, highly popular on the Dominican side, is seen by Haitians as a humiliation. FRANCE 24's Laurence Cuvillier and Matthieu Comin report.

I'm from Africa and I think it's unfair to blame the DR for the situation in Haiti. Haiti needs to rebuild and develop their own country. They can't depend on the DR forever.

I watch the video twice to see if I could find the "animosity" the "racism" and the "xenophobia" that the presenter and the "journalists" keep talking about. Was it in the nurses that saved the newborn baby, from a mother that just showed up after crossing the border? No pre-natal care at all, these type of deliveries are extremely expensive compared with the normal ones as the doctors have no medical history of the mother. Dominican taxpayers pay for all of that... is that racism? At least they interviewed the nurses, but if they were in the Dominican Republic why not go to Santo Domingo and find a government official and ask them about the wall? Why is it that the Dominican side of the story is never presented in its entirely? They say we close our market to Haitians products, but at the same time the Jesuit priest says that production in Haiti has collapse (that's true). So what products are they even talking about? Really, journalism have died... all we have are clowns pushing narratives these days.

You painted the Dominican Republic as if it was Switzerland or something. The DR is better off than Haiti, but we still have a lot of issues to resolve. The life of many dominicans in the border region isn´t that different from the haitians right across the border; no electricity, running water, medical services, or oportunities.

I don't think it's fair you call it a danger to racism and xenophobic, when the real problem is that its a very heavy burden for one country to carry! I visit DR very often and I see how well accepted Haitians are in DR, but illegal immigration is illegal! Dominicans carry their Healthcare and give lots of aide, a wall is probably a much needed remedy to force the Haitians to do better for themselves

I was thinking the exact same thing 😂. France charges Haiti for years for their independence because they destroyed all industries they invested during the french colony in haiti, so they partipated in what haiti became today, so now they doing a new´s report about DR, although they did not actually said something bad about DR, but still a lot of countries blame our country about things that happen in haiti when in reality we just want haiti to be succesful so we are too.

It's so shameful form this report to no recognize that the root of the Haitian problems and lack of development is all because of France make the Haitian people with suffer for their freedom. As a Dominican who really wants the best thing to all habitants of the Hispaniola island, it's also sad to see how this report never focus on how the Haitian authorities can make the live on their citizens easier to get the basic needs covered without putting the finger on how are the Dominican governments preventing the same destiny of decay on the east side of the border.

France can pay back the billions that it charges Haiti for winning their independence! Haiti’s 2nd problem is the Haitian oligarchs that own 90% of Haiti’s wealth while the 80% of the population lives in squalor. The Dominican Republic is not the solution for Haiti’s problem. I empathize with the dire crisis and obstacles facing Haitians, but Dominicans did not create this problem nor have any historical or moral responsibility towards the Haitian people. The Dominican Rep has already done more for Haitians than all the countries in the world put together, and currently spends more towards the health and education of Haitians than the collapsed state of Haiti does.

Not true. Your first sentence is true but the rest is BS. The relationship between the two countries is based upon trade not help. Go see the numbers. The Dominican economy doesn't respect international standards so they can only sell a tiny number of things (except bananas) to other countries that have strict standard regarding the quality of products. Haiti is a market for Dominican economy. They can product more for less money (because the market of Haiti is not regulated and any kind of products can be sold = no sanitary restrictions or alimentary securities standards). Go see the reactions of the Dominicans everytime Haiti have taken the decisions to restrict Dominican products entry to Haiti. I'm ok to say that the people who are living in the frontier area depend on the Dominican Republic for health care and even for fire fighting but let's say what it is without exaggeration.

Definitely true. NO OTHER country in the entire world has done for Haiti then what Dominican Republic has done. The country that has most helped Haiti is Dominican Republic. The president of DR just got OEA to build two large hospitals on the Haitian border side for Haiti something that the president of Haiti has not done.

What happened to all the billions in international aide after the massive earthquake. Why didn’t agencies build basic infrastructure like running water and sewer systems, try to attract investors to build resorts there as well? Seems like a lot of pockets must have been lined while we all donated to help Haiti. A Hilton, Miela, or Hyatt would have ensured food was coming in to the country.

1804 Haiti declared independence from France. The people got to wake up. First drop French and look within. You are a few miles from a country of over 300M, ease of communication is very important. Documents have to be translated into English or Spanish in order to do business. Who wants to spend all this time. Speed is important. China has lifted 850M people out of poverty in less than 30 years. Handouts and dependency of colonizers will not fix the problem.

I really feel for the Haitian people. They want a better life and to rebuild their country, but the government has always been so corrupt. There's no help from their government. Not to sound insensitive but i really think part of the problem is that the Haitian people need help to be educated and given means of birth control. Having more children born, living and dying is a huge part of the problem. They have to be educated that bringing another life into the world with no means to care for these children is wrong. They have to fix and rebuild before they can more life into the world.

Well, so you have plenty of space in Canada. Your country MUST accept more Haitians refugees. And many of them speak French. A language that many English speakers of Canada refuse to learn. I know many Canadians from Toronto that can not even hold a simple conversation in French, even some English speakers from Montreal can't. I know far more French than they do. As to birth control just because of their race is a racist idea. Celin Dion has 13 siblings and no one says that is horrible. Quite the contrary, they say that she has a beautiful family. I don't care which race it is, if they are coming into the world in these conditions, why would you do that? As a parent and as a human with feeling, why would you do that to an innocent child? Dominicans are by far the native inhabitants of the island they have way more Taino ancestry then the Haitians. Nevertheless, the country that has helped Haiti the most has been and has always been Dominican Republic. Haitians need to stop blaming other people for their problems. The river Massacre was named like this by the French centuries before the 1937 massacre. The French called it like this to denote the massacre of French settlers in the 17th century. The real name of the river is Dajabon, which is the name the Taino gave to it and what Dominicans, who are the longest continuous inhabitants of the island, call it.

I Am Dominican. I have lived in my country my whole life. Personally, my heart aches for the current situation in Haity, but please, don't put that on us. we have enough problems as it is. Must because we are somewhat better off that Haity, does not mean we don't have poverty, corruption, and extreme insecurity of our own. we can not take the over work load from Haity, we just can't. we are two different independent nations, we do help them, unfortunatelly, this report only covert Haity's point of view, but our Health system, our security and our economy are not even close to being stroing enough to take their travels as well. there are over one million Hatians living here, and although some Dominicans are racist, most of us are pretty comfortable having them living here and hiring them for jobs. Don't just listen to one side of the story, it's all I'm saying. Peace and prosperity to Haity.

DR has every right to build the wall and protect their country but Dominicans like to downplay the fact many also have some Haitian heritage - Trujillo certainly did. Funny they don't downplay their Spanish or Canarian heritage though.

Funny how one sided this report is. This paints Dominicans as the problem. Why not go back in history and blame France for forcing Haiti to pay a debt for gaining independence. We Dominicans are not againt helping Haitians. DR is still a poor country and we also have poverty. A poor country can't help another in need.

France is the main culprit of Haiti present situation because they won't their freedom from France they were force by France to pay billions. This brought misery to Haitian. Now they emphasize in the difference between the two country caused by specially France. Haití is not a country, it is just slump. Run by we'll armed Gans. Dominican do not want that in their side. 4:35 lie, the name of the massacre river comes from a conflict that happened in that river (which real name is dajabon river) between the French and the Spaniards, it has nothing to do with the Haitians or dominicans.

@@Andrew-hk4dh Ah, I think you do not understand very well what the country was like at that time, after independence there have been no large migrations to the DR, the people of that time are almost the same as now. When I speak of Spaniards, it also includes the mulattos and blacks of that time, since they also represented the Spanish Empire. But when talking about this massacre, it would be best to say Dominicans or Dominican Spaniards to avoid confusion. And yes, the Dominican term comes from the name of the island, Santo Domingo, not from the name of the Republic created in 1844.

The french started this and OWE reparations to Haiti, but let's not act like Dominican Anti-Haitian policy and sentiment is doing nothing. We, WE DOMINICANS, have some power to be less violent, more caring and advocate for a better Haiti. Instead many of us choose to believe that we're somehow different or better (even a lot of us look EXACTLY the same). A better Haiti is a better world.

Really? I did not know that the Dominican Republic was never colonized with African slave labor, I did not know that the Spanish did not exploit massive amounts of Africans in order to colonize the DR. 1. Didn’t France set Haiti up to fail from the start ? 2. Sadly most Haitians livening abroad don’t send money back home. Un like most Dominicans that are taught to send money back home. 3.how can a poor nation trying to better itself. Be help responsible and told to help another poor nation ? What about better of nations. 4. Corruption and violence is out of control In Haiti. Even it’s leader was murdered. So can you blame anyone taking precautionary measures? Most of the guns in the DR come From Haiti. So it’s only natural to expect Haiti’s full anarchy to spread to the DR within time.

Didn’t the French distroy HAiti from the start? Look at the debt they had to pay France. The deforestation is also an ecological problem. Now should every one come together and help Haiti yes. But when even their leaders get killed and corruption is at all time high. So How can you expect a still poor a developing nation help another poor nation? What about France ? A friend of mine visits the DR and he said many of them do not have electricity or running water and that they are very poor... So how can they be against the Haitians when they are super poor themselves .. I don't see how they can think that they are better while living in the slums themselves???

Of course there are poor people everywhere, but Dominicans do not practice voodoo or lead the same lifestyle as Haitians. they have destroyed their part of the island and they want to come to our side to do the same. In the public schools there is no longer space for Dominican children because they are full of Haitians and the hospitals alike. that you want us to leave and leave our part to them?

The river was named the massacre river after a battle between the French and the Spanish in the 18th century. Not because of the " parsley massacre" in 1937.

Since 2010 earthquake, Haiti has received 13 billion dollars in world aid. What has been done with that 13 billion? Where are the schools and hospitals? Where's the new infrastructure? On a small island, the improvements should be obvious.

It is important to clarify that each one gets what its authorities and people provide and do. So, if Haitians are very poor it is because so many reasons including robery of money by their authorities and keeping the chaos in the country, also the Haitian citizens looks like don't work for the common good, instead they look for their individual interest which will never make a community or country to progress. The same happens in some areas of the D.R. Dominican Republic is an independent country which has all the right to apply the migration laws and methods for inmigration controls. In the Dominican side you can see how donations that Haiti receives for its people are sold by the Haitian rich families in the D.R. for example. What is very clear is that, Haiti is not a Dominican problem, is a Worldwide problem which was caused in the past by several circunstances. There is a huge amount of poor Dominicans that due to the huge amount of Haitians in the country cannot have free access to health and some other services Dominicans pay and have the right to receive. The best way to help Haiti is not allowing the reduced group of very rich people, that are from decades getting every cent for poor people and not providing anything for them, and later they say Dominican Republic is guilty of the Haitians situation, where a huge amount of those richs are at the moment living in the Dominican Republic having a luxury life owning properties(Houses, Cars, etc.) that any Dominican would not imagine to have. The international community has to question and request politicians and Haitian rich families to respond for what they have done to Haiti. We as Dominicans have so many problems to deal with, so we need that all countries that friend of Haiti open their doors to provide assistance, jobs, visa, etc. to Haitians, because the Dominican Republic have done too much for Haiti, but in the near future we need to focus in our problems and our people. I hope you all please understand. The Haitian politicians and authorities have to be accountables and respond for the resources that are placed in their hands to help Haitians life improvement.
