Haiti’s Army Is Making A Comeback 20 Years After Disbanding (HBO)

Haiti hasn't had a military since 1995, when it was disbanded after a series of coups, brutal crackdowns, and an American intervention. But now, officials there say it's time for a comeback.
Last year, President Jovenel Moïse declared that the Caribbean's poorest nation would be reconstituting its army, just in time for the drawdown of United Nations troops, who have been part of the Haitian security landscape for years.
For the past two decades, responsibility for law and order has largely fallen to the country's National Police, a force that is heavily funded, and heavily vetted, by the U.S.
According to official polls, the renewed army has the support of the majority of the population, where the U.N. is widely seen more as a force of instability and foreign control, rather than peace.
But on a recent visit to the country, VICE News learned that many Haitians remain deeply skeptical of the plan.
Mario Joseph, a leading human rights lawyer in the capital, Port-au-Prince, says the military brings back dreadful memories. And the decision by authorities to reappoint many of the original officers to the new High Command has only reinforced his concerns.
"This is an army that was re-formed - that's it," Joseph told VICE News. "It's not a new army."
The question facing Haitian officials is whether they can really make peace with the troubles of the past, or if they are simply hoping to turn the page.
"I can understand, you know, for some people there's some concern," said Herve Denis, the Haitian minister of defense. "But I said, 'Watch us. You will see that we are doing the best for the country.'"

The training base you see at the beginning of the video was a former South Korean UN peacekeeping mission base. I was in charge of Civil Military Cooperation at the end of the South Korean mission we made an agreement with the Haitian government to hand over our base and equipment for local educational purpose I was suspecting this but yeap they changed for a military training base. Sad we trained dozens of local children for computer skills, construction skills , taekwondo even taught them Korean.

@Tom Evers Yeah. We're talking about the Garand. I think they're just using it as a parade rifle, given that we use similarly old rifles in the US. Old battle rifles just look better when marching and their simpler geometry is easier to handle when tossing it around.

Colonel Jean Robert Gabriel lived in Brooklyn for many years before returning to Haiti in 2018. I was a coworker of his for 15 years. I have to say he is one of the nicest guys I have ever met and have ever worked with. We worked together at a home for adults with developmental disabilities. All the residents loved this man because he was kind and respectful to everyone. I consider him a good friend and wish him all the best and much success in reconstituting the Army of Haiti.

I was born to Haitian parents that left in the country and came to America. While I may not have been born in Haiti growing up around my grandmother and learning about the history and culture of the first Black independent country hold special significance to me. I always promised myself that if there was anyway that I could help change Haiti for the BETTER in my future that I would. It’s the poorest country in the Caribbean and one of the poorest in the Western Hemisphere too and any hopes of the country getting back on its feet need to be evaluated by the government as well as the PEOPLE. Money makes the world go round and as soon as I’ve made something big about myself I’ll keep that promise to myself to revolutionize Haiti for my grandma!!!!

True, but the country endured severe turmoil on a continuous basis for centuries afterward. I mean they had multiple coups, revolutions, democracies, dictatorships, civil wars, occupations by foreign countries, failed invasions of other countries, etc. Basically, Haiti was a country that once it had freedom could not come to a consensus on what to do with it.

Yeah a standard regular AK-47 will cost you 200$ USD each and a regular M1 Grand will cost $650 -$1200 USD so the AK is way cheaper, more reliable and overall a good weapon

Chris Chong unless they go to war with the DR then you need a military. And police dont have the same responsibilities as a military would. Police state miiltary federal. Police cant go to war a military can. Police inforce certain laws wheras the military only inforce military law unless absolute martial law or martial law. There is a major difference between the 2.

The DR isn't exactly a threat, and with the US so close by nobody's stupid enough to go around invading other countries. Given how extremely poor the country is, such funds can be better spent elsewhere. It's regional neighbour Costa Rica hasn't had a military since 1949 and it's been fine ever since.

Being in Finnish military I've seen various modern American uniforms in our storage (we don't actually use them but in testing and training to compare with our own uniforms), none of which were "Chinese knock offs" but items delivered from USA as part of a deal - they are not something "USMC would never in 1000 years give" - it isn't their decision, but the government's; military supplies are government property, and it is the government that has the ultimate say in what is given as foreign aid/sold.

How are they supposed to educate their people with no money? They have no major trade partners and have faced so many sanctions from Western countries that they weren't able to establish trade. Just in case you didn't realize, but the same sanctions that the USA imposed upon Haiti made the entire Russian economy to collapse. Russia, the second most powerful nation on planet Earth. Imagine what that would do to a developing country.

They have no use for an Army in the traditional sense or at least the way this guy imagines. Hati is a small island, they need a strong Navy with solid MPs that work with local police etc Armys are typically occupying forces and they have no need for that.

smokyondagrass the A1 (the original) only suffered in performance so heavily because the DoD didn't actually teach soldiers how to properly clean and lubricate the rifles. In humid environments this is particularly necessary. As a result they developed comic book like cleaning manuals that actually still exist today because they realised nobody was reading the high-level reading field manuals sent out with the rifles and modified the basic entry training to include understanding of weapon maintenance. The M16 got a bad reputation because essentially the Army never thought to teach draftees how to take care of it....

This are m1 Garand, it was the main service rifle for the USA from ww2 to the Korean War, later used in reserve before it was completely phased out by the m16. You’d think an officer would know about the rifles used by his own army.

A lot of you dot know, but after haiti gained its independence from France they were forced to pay France a tax just 20 years after. the tax was basically put in place because the slaves rebelled. They didn't finish paying that debt until 1947. France then sold all of haiti's debt to the united states (Citibank Based in New york). With the U.S in charge of receiving payment from Haiti they continued to loan them money further putting the country into debt. FRANCE & U.S caused all of this poverty. Greed and Corruption fuels it. How does France charge Haiti a FEE for gaining its independence!! They're Just mad the Haitians fucked up Napoleon and soldiers.

JuanDiego: What do you know about what a country needs? All of are calling Haiti poor. You need to learn about who made them poor and why? Haiti was a role model for so many latin American countries. This little island was rich with natural resources, respected and admired. Haiti repaid France for killing them doing the revolt and the US stole all of the country's assets in their treasury vault during US marine occupation in 1915. Haiti's revolt is the main reason why Haiti is so poor because developed countries purposely keeping them down in poverty. Ask yourself, why Haiti is only the poorest country in the western hemisphere?
