I think there's lore behind that. Halo 2s brutes were from the more savage brute tribes while the Halo 3 brutes were brutes who were actually able to control their instincts and wanted to abandon their ferocity(even though they were still kinda horrifying, but not as bad as the other tribe)

Tartarus isn't coded to use grav hammers because those were introduced in Halo 3. His hammer was coded differently from normal H3 grav hammers. Un-cool of them to do Tartarus dirty like that. :c

Because of Halo CE, the Brutes flinch when shot. Also, the brute shot launcher one-shots when it technically shouldn't (assuming the stats are copied 1:1).

It could be a rock, paper, scissors type of thing. Halo 2 brute > player character > Halo 3 brute > halo 2 brute. The player character in halo 2 is a lot weaker than in halo 3 so halo 2 enemies could usually kill the player rather quickly.

Fun fact! The reason the Halo 2 brutes are hairier and more primal than Halo 3 brutes is all because of Tartarus. See, Tartarus was the Chieftan of the Rh'tol clan. This clan was a pretty primal, but strong group of Brutes. However, when he was killed, Truth decided that he would rather have more intelligent, less primal brutes in charge of special combat missions, so he got the Vheiloth clan of brutes to take over missions involving the Ark in Halo 3

This is sort of similar to my theory that Truth wanted to get rid of Tartarus . That's why he sent him to Delta Halo, because Truth knew that Tartarus was part of the more primitive Brute clans, R'thol, and he wanted to the more sophisticated and more open minded Brute clans, Vieloth, to be the commanders of his army . Also Truth knew that Tartarus would die on Delta Halo, because the Ring was being overrun by the Covenant Separatists and the Flood and they would vastly outnumber Tartarus and his forces on the Ring .

Funny thing is that this is actually true to lore. The crackhead wookie Brutes from 2 and the flashy colored Brutes from 3 are two different cultures that have been at odds with each other for millennia. They're called "skeins" or something, but hell if I remember what each one was called specifically.

The Halo 3 Brutes are the Vieloth skein : more sophisticated, open-minded and more intelligent . The Halo 2 Brutes are the R'thol skein : more primitive and violent, complete savages . Also it was a R'thol Brute who started the First Immolation, the Brute civil war which nuked the Brutes back to the stone-age . So yeah, the R'thol Brutes are not so smart .

The first rounds are rigged, Halo 2 brutes don’t die from a single brute shot. Also they absorb bullets like sponges with barely any damage unless its a headshot. The rate of fire and damage is greatly enhanced for the Halo 3 brutes

Halo CE plasma grenades are so satisfying. The kicking up of earth, the giant plume of dust and plasma energy on detonation, and the soil falling down again all made it the most satisfying plasma grenade out of any of the other halo games

I mean the majority of Halo 3 Brute victories over their past selves make sense. They've got armor for one on top of the sheer, meaty bulk of their Halo 2 past lives, they're better equipped with weapons of their own brutal design and grenades to use, they're probably better coordinated into a formidable military instead of reserve shock troops, and they have a bolstered zeal as they are, at least in Halo 3's story, the heavy handed bulwark of the Covenant

I only remember Brutes saying the line: "What the hell are those." after killing Flood... The Halo 2 Brutes dropped their weapons after they took damage and charged the enemy with melee... I think you repurposed Flood and gave them Brute models and animations.
