Yeah, there's no legal problem. Microsoft owned the Halo IP in 2009, and still does. It's more of an industry problem--apparently the only engine that the contractors they hire have experience in is Unreal, and the last time the Phoenix Engine was used was for Awakening the Nightmare in 2017.

Nah, this mod is more based towards sentinels and Bungie forerunner stuff. The Sarcophagus Mod plans to add prometheans to their forerunner faction.

I’ll have to try to find some there isn’t much plus I’ll have to buy it hw2 on pc I only have it on console but if I find any mods worth it I’ll buy it and do one

That mod is very good but I don't know how to install it, I download it and install it in halo wars but the normal leaders come out and the monitor doesn't come out and the floods mod is also good, I only have to look at the video and the images from nexus mod , please teach me how to download it

No. You will be able to build prometheans as forerunners in the Sarcophagus mod though
