Harrow's treatment of Steven is honestly quite interesting because on one hand, he is obviously trying to manipulate and establish dominance over Steven through touch, and it doesn't help that he views the system as insane and digs into that in front of the Ennead. On the other hand, I think that he does view Steven Grant as an unlucky little lamb that is kind of his ideal future of humanity? Kind, meek, doesn't have a mean bone in his body... Of course, that changes when Steven solidifies his backbone and isn't someone that can be manipulated by Harrow or Ammit anymore. Harrow teeters on that line between manipulation, idealism, and a remnant of genuine care from before Khonshu broke him. All in all, very interesting and very creepy!

Harrow creeps me out ngl. I read all the comments, but watching the video and during the show he is oddly touchy. I am wondering if this was a specific written in thing? He treats Steven in a very affectionate way, take it one way or another, and regardless he is always trying to make Steven feel safe.
