Nobody is restricted from wearing makeup during a C section. People generally don't wear or focus on makeup because they are distracted by other things.

The fact that there is a video recording is a clear indication that there is at least one hospital in the world that will allow it. And, no, makeup is not going to cause infection. Be open to the possibility that there is a world out there that is beyond what you have been exposed to. Be open to learning and accepting.
