some cheap power supply dont have a varistor or mov, so once there's a busted fuse, definitely theres busted transistors and more..

Every time the MOV is blown, first check fuse, and bridge rectifier, if damaged, look for further possible damaged components. MOVs are parallel devices on AC voltage rails, so they blow up from overvoltage.
