Blame Adachi for giving him the wrong idea. Namatame never knew the people who are thrown in are in danger once the fog sets in. If you think about it, Namatame is really trying to save people. Really, Adachi was gonna try and kill Nanako because she appeared on the Midnight Channel. To think that someone close to you could betray you like that makes this game's story so good. TL;DR : Adachi is the asshole not Namatame
