It is illegal in the NBA, but allowed in other levels of play (e.g. allowed in high school, college, FIBA)...so it depends on what rules are being used.

You could argue that you should foul a Next Chapter guy every single time. They're only worth 1 and the ball turnover if you miss. I honestly think somebody can win a game like that with their FT shooting. It has to be under 40% for real. And damn, that twin was on something today.
