UK used to be a trustworthy place, decades ago, and much id was fairly basic and often based on some local official that knew you, police, doctor, vicar etc. since then the country has become full of people from places where dodginess abounds , and the governments have either not caught up, don't care, or get something out of the dodgy people (usually labour party). Thus despite there being several electoral "crimes" having occurred over the last couple of decades, the parties that don't benefit from the misdemeanours have only just started to wake up. While in the EU , no party (except ukip/Brexit) cared because they were all EU "bitches". Now it makes a difference, hence being talked about, similar to in some US places

I got my first passport from getting id confirmation from my local vicar and iirc my doctor. Most of the time id was a utility bill or driving licence with no picture. Most people were trustworthy and the police went after the ones that weren't. Now I have to prove that I have permission to work or rent a flat in my own country.
